​Joburg Enterprise Stakeholders Empowered to Trade Legally​

The City of Johannesburg has reaffirmed its commitment to enforcing by-laws, particularly in the townships, after City inspectors confirmed that many spaza shops are not complying with existing regulations.

On Monday, 8 September 2025, the City hosted an engagement session at Bramfisherville Multipurpose Centre, bringing together various departments, spaza shop owners, and residents interested in starting small businesses. The session focused on presenting the draft bylaws, gathering input from the community, and guiding business owners on how to operate legally and sustainably once the new regulations are implemented.

Departments such as Economic Development, Development Planning and Land Use, and Environmental Health led the discussions, stressing the importance of compliance for business success. Officials from the Department of Economic Development’s Isiqalo Opportunity Centre and Joburg Market were also present to offer practical guidance.

Boledi Petje from Development Planning highlighted that spaza shops operating from residential premises should not be rented out, as this could result in additional tax implications. He emphasised that spaza shops remain a government-supported programme designed to create jobs and provide a livelihood for families.

Petje further encouraged entrepreneurs to explore Clause 20 (Home Enterprise Business) opportunities, which allow residents to prepare food and beverages at home for distribution to the market. This type of business requires fewer compliance documents and can open doors to supplying at events, conferences, and corporate functions.

“I am impressed with the level of interest shown by attendees. It demonstrates a willingness to comply with the law and to create opportunities for themselves and their families in the face of high unemployment. I’ve shared my contact details with them for further support,” said Petje.

Jerry Nkosi from w​ard 114 and other participants raised concerns about the costs associated with acquiring title deeds for businesses operating from residential premises, a requirement for compliance.
