​​Summary and Background​

​The City of Johannesburg has officially unveiled the General Valuation Roll 2023 (GVR2023) in terms of the Local Government: Municipal Property Rates Act (Act 6 of 2004), national legislation that governs the valuation of properties. 

The City has published its fourth General Valuation Roll (GVR2023) since the promulgation of the Local Government: Municipal Property Rates Act, 2004 (the Rates Act). Property Owners have a limited period within which to examine the roll, and if required, to submit an objection to such valuation.

The GVR2023 was signed off by the Municipal Valuer on 31 January 2023 and handed over to the City manager.

The GVR is submitted to the Municipal Manager. It is for him to decide what information and when it is to be made available.

There are 934 652 properties on the GVR2023 with a total value of R1.5 trillion. The increase represents a 12% in property base since 2018.

The GVR2023 has a valuation date of 1 July 2022, meaning that the properties are valued at the market rate on that date. Property rates based on the GVR2023 valuations will be billed from 1 July 2023.

Viewing and Objection period officially opens:

On the 15 February 2023 the City officially opens its General Valuation Roll 2023 and the objection period for public inspection. From 15 February to 31 March 2023 and is extended to 5 May 2023, residents are invited to view, inspect and/or object to their new property values online.

Where to access the General Valuation Roll 2023?

The City will launch the new GVR 2023 Online System from 15 February 2023.  The system allows property owners to register their profiles, to inspect the Valuation Roll, check their property details, upload documents and/or object against any entries that appear in the Valuation Roll.

City has made it easy for property owners to be able to view, inspect and/or object against the new property values from the comfort of their homes using the Online System.

The GVR2023 will also be made available for inspection at about 13 public inspection venues across the City. City officials will be available at these venues to assist customers who wish to inspect the valuation roll or submit an objection. Legislation allows any person to lodge an objection against the valuation of any property on the valuation roll if they believe that the valuation is incorrect.
