JRA on Track With Lilian Ngoyi Street Reconstruction

The Johannesburg Roads Agency (JRA) has confirmed that the first phase of the major rehabilitation of Lilian Ngoyi Street (formerly Bree Street) is progressing well and remains on track for completion by the end of August 2025.

This large-scale infrastructure project was launched following a gas explosion that severely damaged approximately 450 metres of the road between Harrison and Kruis Streets. The blast also caused extensive harm to underground services, including stormwater systems and electrical infrastructure.

Although recent adverse weather conditions posed a risk of delays, the JRA swiftly implemented an Acceleration Plan to keep the project on schedule. This plan included the deployment of additional contractor resources and extended working hours, including weekends.

Thanks to these proactive measures, 43% of the total project scope has been completed to date, with 60% of the critical service tunnel work also finished. Significant progress has been made on the construction of a new and upgraded concrete tunnel—one of the key elements of the upgrade.

Acting JRA CEO Lufuno Mashau explained: “Beyond the roadworks visible to the public, this critical rehabilitation involves complex underground works. These include the reinstallation and relocation of stormwater, water, and sewer pipelines, as well as the installation of new lighting, smoke detection, and ventilation systems within the service tunnels. To ensure health and safety compliance, lateral supports have also been installed on deep excavations to prevent soil collapse.”

When the first phase is completed, the upgraded 450-metre stretch of Lilian Ngoyi Street will feature a newly constructed road surface, wider pavements, dedicated vending bays, modernised bus stops, and improved street furniture—all contributing to a safer and more user-friendly urban space for both motorists and pedestrians.

The second phase of the project is set to begin in September 2025 and will focus on revitalising the remaining 1.8km section of Lilian Ngoyi Street, running from Ntemi Piliso Street to End Street.
