The Johannesburg Metro Police Department (JMPD) enters a transformative phase with the official appointment of Patrick Jaca as Chief of Police, effective 1 February 2025. Endorsed by the Johannesburg Metro Council, Jaca’s leadership promises a renewed commitment to public safety and law enforcement in the city.
MMC for Public Safety, Cllr Mgcini Tshwaku, congratulated Jaca, praising his integrity, vision, and dedication. “Chief Jaca’s extensive experience and unwavering commitment to justice make him the ideal leader to steer the JMPD towards excellence and ensure a safer Johannesburg for all,” said Tshwaku.
Born in Alexandra Township, Jaca’s journey reflects resilience and a passion for service. His career began in 1988 at the Alexandra Traffic Department, later joining the JMPD in 2001. Rising through the ranks, Jaca excelled in crime prevention, by-law enforcement, and community engagement, earning a reputation as a skilled and dedicated officer.
Priorities for a safer Johannesburg
As Chief, Jaca has outlined key priorities:
- Strengthening the Bylaw Management Unit for stricter enforcement.
- Revitalising the Inner-City Rejuvenation Project to restore safety and order.
- Enhancing crime intelligence to combat violent crime and organised syndicates.
- Improving road safety and traffic management to reduce fatalities.
- Boosting public trust through accountability and ethical policing.
- Increasing officer visibility and response times in crime hotspots.
- Integrating technology for smarter crime prevention and traffic systems.
Jaca acknowledges the JMPD’s challenges but remains optimistic. “We are at a turning point. My focus is on creating a disciplined, proactive force that rebuilds trust with the community and acts decisively against crime,” he said.

Jaca envisions a JMPD defined by professionalism, innovation, and integrity. “We will build a force feared by criminals but trusted by the people. By filling vacancies, strengthening partnerships, and leveraging technology, we will ensure the highest standards of service,” he affirmed.
