The City of Johannesburg’s MMC for Development Planning, Cllr Eunice Mgcina, led a multidisciplinary service delivery operation in the Midrand CBD, Halfway House, on Tuesday, 09 December 2025. She was joined by senior officials, law-enforcement authorities, and the City’s rapid response team as they moved through key areas of the precinct.
The operation started at Boulders Shopping Centre, where teams coordinated targeted enforcement actions to help restore order, improve safety, and ensure businesses comply with city regulations.
During the sweep, a property illegally operating as a brothel and an underground gambling spot was immediately shut down. MMC Mgcina stressed the importance of rooting out such activities, saying: “Our communities deserve safe and well-regulated environments. We cannot allow criminal operations to thrive at the expense of residents’ wellbeing.”
A liquor outlet was also closed for serious non-compliance, including operating without zoning approval, breaching licensing requirements, and disregarding municipal by-laws. Officials reminded business owners that compliance is essential to maintaining safe and orderly neighbourhoods.
One of the most concerning findings of the day was the discovery and confiscation of 84 000 Department of Health condoms, which were meant to be distributed free of charge for HIV/Aids prevention. Instead, they were being sold for R70 each, undermining critical public health efforts. MMC Mgcina noted that such behaviour is unacceptable and compromises public trust and safety.
The Johannesburg Metro Police Department (JMPD) also impounded two vehicles—a taxi and a Toyota Venture—on Market Street for obstructing traffic, having expired licence discs, and drivers refusing to comply with law-enforcement instructions.
The City continues to intensify operations to ensure Midrand remains a safe, clean, and law-abiding economic hub.
