The eagerly awaited Region C Integrated Development Plan (IDP) presentation unfolded to resounding success on Wednesday, 17 April 2024. Hours before the start at Roodepoort City Hall, the atmosphere buzzed with activity as community members engaged with various city entities and departments at exhibition stalls. This unique opportunity allowed residents to interact directly with officials, discussing pressing service delivery issues and exploring city offerings. Notable figures including the Speaker of Council, Cllr Margaret Arnolds, and the Regional Director for Region C, Mlamleli Belot, toured the stalls, engaging with the community firsthand. As the presentation kicked off, residents gathered eagerly to participate in shaping the future of their wards within Region C. Joined by the city’s Members of the Mayoral Committee and Council leadership, the event aimed to align community aspirations with the city’s allocated budget.

Present were Members of the Mayoral Committee (MMC) responsible for Group Corporate and Shared Services, Cllr Loyiso Masuku, for Community Development, Cllr Lubabalo Magwentshu, for Development Planning, Cllr Eunice Mgcina, for Economic Development, Cllr Nomoya Mnisi and Chief Whip of Council Cllr Sthembiso Zungu.
During a presentation by Cllr Magwentshu, a minor disturbance arose due to a misunderstanding between leadership and the community regarding ward demarcation.
However, swift resolution demonstrated the commitment to open dialogue and collaboration.
Cllr Magwentshu emphasized the community’s pivotal role, stating: “This is your presentation, and we are only here to deliver it to you.”
Despite a generally positive reception of the proposed budget, residents voiced concerns about longstanding issues that remained unaddressed, spanning healthcare, housing, infrastructure, safety, and economic development.
Among the concerns raised were the need for clinics, allocation of RDP houses for informal settlements, sports facilities, libraries, road resurfacing, sewer upgrades, and blocked stormwater drainage — particularly crucial in flood-prone areas. Additionally, residents highlighted service delivery issues such as electricity failures, crime, and the hijacking of new flats such as in Fleurhof.
Notable among the discussions was Popi Mabaso’s concern regarding land issues in Lerato Village, ward 127.
Cllr Magwentshu clarified ongoing efforts to resolve jurisdictional matters, illustrating the complexities involved in urban planning.
Assurances from Cllr Mgcina and Cllr Mnisi that all concerns would be escalated and addressed promptly underscored a commitment to responsive governance.
Cllr Mnisi’s commitment to considering an Opportunity Centre in Cosmo, acknowledging the area’s distance from existing facilities, showcased a proactive approach to meeting community needs.
Cllr Arnolds expressed gratitude to all attendees for their valuable contributions, marking a significant step in the formulation of the 2024-25 draft IDP plan for Region C.
Overall, the session exemplified successful community engagement, fostering dialogue, and collaboration towards a shared vision for the region’s development. Moving forward, sustained efforts are essential to translate feedback into tangible improvements, ensuring the well-being and prosperity of all residents in Region C.
