City of Joburg’s Energy Director Retires After 18 Powering Years

​​Thabo Mahlatsi, the City’s Energy Director within the Environment and Infrastructure Services Department [EISD], will bid farewell at the close of June 2025, culminating a remarkable 18-year tenure.

For nearly two decades, Mahlatsi has been at the forefront of driving energy solutions and ensuring sustained power supply across the City, working in close collaboration with City Power. Reflecting on his extensive journey, Mahlatsi describes it as “unbelievable,” noting how swiftly the years have passed.

Mahlatsi joined the City armed with an extensive engineering background, embarking on the monumental task of establishing a relatively new department in the early 2000s. He fondly recalls the period: “There was a lot of innovative intellectuals in the department. It was brilliant, and we were coming up with new ideas to enrich the department.”

Under his discerning leadership, the City emerged as a pioneer, notably with the conception and development of its smart meter policy and the launch of the solar water heater drive, aimed at reducing costs for residents. His department also spearheaded the landfill gas-to-energy project and conceptualised a biodigester initiative designed to generate electricity.

As Director, his core responsibilities encompassed the oversight, monitoring, regulation, and evaluation of City Power’s service delivery performance.

Mahlatsi holds a Master’s degree in Electrical Engineering, with his early career commencing abroad. He spent three years in New Zealand until 1992 as an engineer, where he was tasked with designing a 33kV 10MVA substation, which was later named in his honour. Upon returning to South Africa, he joined Eskom as an engineer in 1994, followed by a period at Ekurhuleni Municipality as Director: Customer Service, where he was tasked with merging 11 municipalities and developing a metering system.

As he transitions into retirement, Mahlatsi intends to remain actively involved in the energy sector. He eagerly anticipates exploring more of South Africa alongside his devoted wife, Bontle. The well-travelled couple now plans to prioritise local adventures. “We’ll kickstart Operation Know Your Country,” Mahlatsi quips, a testament to their shared enthusiasm.

Reflecting on his illustrious career, he adds, “I’ve had the honour of working with some of the greatest minds in the country. People who made this City one of the best places to work. Their dedication made the City what it is today. Great public servants, geared towards making a difference.”

In a heartfelt farewell message, the EISD Energy team expressed profound appreciation for a leader of extraordinary calibre. Their message reads: “Your vision and tireless commitment have been instrumental in shaping the energy landscape of our city, driving initiatives that not only power Johannesburg but also foster sustainability and innovation for generations to come. Beyond your professional achievements, your integrity, mentorship, and collaborative spirit have made you a respected leader and cherished colleague. Your dedication and positive spirit have inspired us all, and your presence will be deeply missed.”

The team concluded: “Our workplace won’t be the same without your presence, your insightful wisdom, and your one-of-a-kind spirit and laughter. As you transition to this exciting new chapter, we wish you all the best in your retirement. Your legacy in the City of Johannesburg’s energy sector will endure as a beacon of dedication and progress. Thank you for your exemplary service and for lighting the way forward. You will be deeply missed and forever appreciated.”
