City Embarks on Park-And-Ride Masterplan to Ease Traffic Congestion

The Johannesburg Development Agency (JDA), on behalf of the City of Johannesburg’s Transport Department, is developing a Park-and-Ride (P&R) Master Plan aimed at transforming the city’s public transport system and reducing traffic congestion.

A well-designed Park-and-Ride network provides commuters with a convenient way to shift from private vehicles to public transportation for the final leg of their journeys.

This strategy alleviates pressure on the road network, encourages carpooling, cuts travel times, and supports public transport use, especially when facilities are situated near major transit hubs like train stations and BRT corridors.

The desktop analysis phase of the Master Plan will be conducted over seven months and will be part of the City’s broader Strategic Integrated Public Transport Network (SIPTN)—a long-term plan to improve accessibility, promote public transport use, and develop a more sustainable and efficient urban mobility system.

The project seeks to establish well-located, multimodal Park-and-Ride facilities across all seven of Johannesburg’s administrative regions.

Key objectives of the Park-and-Ride Masterplan include assessing the status of Park and Ride Facilities in the City of Johannesburg, by considering the following:

  • Quantifying the number of Park and Ride Facilities in the City of Johannesburg
  • Identifying locations of potential prioritised P&R locations
  • Establishing guidelines for selection of prioritised P&R facilitiesThe JDA will conduct technical assessments and engage extensively with selected key stakeholders – to ensure the plan reflects community needs and local conditions.

The City of Johannesburg remains committed to building an integrated transport future that benefits both people and the planet. The Park-and-Ride Masterplan will serve as a blueprint to guide investment, planning, and phased implementation in the years ahead.
