The City of Johannesburg recognises the importance of the Joburg City Library (JCL) and is prioritising its safe reopening. The City acknowledges the significant role the Joburg City Library plays in the community. It understands the concerns regarding its closure to the public over the last three years. Responding to the growing calls for the library’s return and the recent public demonstration, the City has prioritised its reopening.
In the 2024/2025 Capital Expenditure Budget (Capex), R25 million has been allocated as part of the initial R45 million required to bring the JCL into full compliance with safety regulations.
This commitment was announced in the Budget Speech delivered by the Member of the Mayoral Committee (MMC) for Finance, Cllr Dada Morero, on 14 May 2024. Highlighting our dedication to this project during a challenging financial period, the City has begun the procurement process to appoint service providers who will address critical fire safety concerns.
This initial phase is expected to pave the way for a partial reopening of the JCL in the next financial year. The remaining work will follow to ensure the facility’s full operation.

“Preserving the archives, ensuring safety regulation compliance, and protecting both the community and library personnel are all crucial aspects. We are taking proactive steps to guarantee its reopening.”
Presently, contractors are working on external gutter repairs, including soldering and waterproofing. Further work on critical safety compliance issues will commence in July 2024.

The City of Johannesburg remains steadfast in its dedication to ensuring the safety and accessibility of public spaces. The reopening of the Joburg City Library is a key priority in this regard.
