The Debt Rehabilitation Programme was implemented to assist qualifying ratepayers who were struggling with debt. The program aimed to provide relief by reducing the debt burden for eligible ratepayers. Qualifying ratepayers received an immediate 50% debt write-off.

The remaining 50% of the debt was written off incrementally over a three-year period if the ratepayer complied with all program conditions.

The debt rehabilitation program is now closed. However, customers are advised to explore other options offered by the City to reduce their debt.

Additionally, the City provides various rebates to support vulnerable groups, including senior citizens and other vulnerable communities.
