Public Safety MMC Media Briefing by Dr Mgcini Tshwaku
The purpose of the briefing is to outline the Department’s performance, achievements, and challenges for the period from November 2024 until October 2025. This media engagement is part of the Department’s commitment to transparency, accountability, and public engagement in matters of safety and security in the city.
The media briefing will also provide insight into the Department’s vision and strategic plans for the 2025/2026 financial year, including the allocated budget and its intended impact on service delivery, institutional strengthening, and citywide safety interventions.

Member of the Mayoral Committee (MMC) for Public Safety, Dr Mgcini Tshwaku, cordially invites the media to attend a media briefing. The MMC will use this session to give feedback on the progress made so far to enforce the law in the city of Johannesburg and provide feedback on the key achievements for the public safety department units, i.e., Johannesburg Metro Police Units (JMPD), Emergency Management Services (EMS), Disaster Management, Licensing, and Integrated Intelligence Operations Centre (IIOC).
Over R84 million owed to the City by illegally connected customers
The City of Johannesburg, together with Johannesburg Water and City Power, is running a Level 3 Disconnection Drive targeting chronic non-paying, high-consumption customers with long-standing, unpaid, and undisputed municipal debt.
WORKING TOGETHER FOR SAFER ROADS: GAUTENG’S JOINT TRAFFIC OPERATION ON 24 – 25 OCTOBER 2025
GAUTENG -: The Road Traffic Management Corporation (RTMC), Gauteng Traffic Police (GTP), Johannesburg Metropolitan Police Department, (JMPD), Ekurhuleni Metropolitan Police Department (EMPD), Tshwane Metropolitan Police Department (TMPD) and South Africa Police Service (SAPS) wish to inform all motorists and residents in Gauteng that a coordinated joint operation will take place on 24 and 25 October, resulting in temporary road closures, lane restrictions, and intermittent disruptions across key routes.
City of Johannesburg Announces Restoration of the CPMS Platform
The City of Johannesburg wishes to confirm that the Construction Permit Management System
(CPMS) has been operational again since 14 October 2025 following some technical downtime
that was previously experienced.
The City would therefore like to dispel all false perceptions that persist in relation to the
unavailability of the CPMS. A communique to inform stakeholders about the availability of CPMS
was issued on 16 October 2025.
City of Johannesburg to intensify revenue collection with Level 3 Disconnection Drive under Project Lokisa
The City of Johannesburg will intensify its revenue collection efforts through a Level 3 Disconnection Drive on 22 – 24 October 2025, targeting defaulting high-consumption customers with long-standing, unpaid and undisputed accounts.
The three-day operation forms part of Project Lokisa, the City’s comprehensive reform initiative designed to strengthen debt collection, improve revenue recovery and restore financial discipline across all municipal utilities.
