Overview

​The corporate and shared services directorate is the nuts and bolts of the City’s administration. As such it needs to be solid, dependable and reliable. The directorate was set up to streamline the City’s administration, making sure it is run on efficient and professional lines. It has a vast range of responsibilities, from managing employees’ leave, to organising the catering for mayoral functions, to maintaining public conveniences, among many other tasks.

It operates in accordance to the City’s crucial Growth and Development Strategy, ensuring an orderly use of common resources.

The corporate and shared services directorate’s mission is to provide an effective and efficient strategic support service that meets the standards of a world-class African city to all of the City’s business units.

  • ​​Ensure strategic and policy direction to all the regions, monitors and supports DHSD uniform policy implementation to ensure compliance to the National, Provincial and City’s policies, targets and plans.
  • Coordinate infrastructure – minor and major Capex audits, prioritisation, planning – short and long term projects across the regions.
  • Coordinate Pharmaceutical support services
  • Coordinate PHC Human resources planning and development​
  • Combating HIV/AIDS and decreasing the burden of disease from Tuberculosis. (HAST)
  • Monitoring the implementation of comprehensive HIV prevention, care and treatment programme (Including ART)
  • Monitoring the implementation of the TBCP including Multi Drug Resistant (MDR) TB and Extremely Drug Resistant (XDR) TB. (also Mono & Poly Resistant TB)
  • To provide comprehensive STI services
  • To implement the Jozi Ihlomile HIV and AIDS Door-to-Door education project
  • Coordinating and conducting training to ensure that protocols and standard practices are adhered to.
  • Coordinating and facilitating awareness programmes in the Regions (sub-districts) e.g. National awareness campaigns on HIV / AIDS, TB control.
  • Coordinating, monitoring and evaluating the data handling (data collection, data collation, data processing and interpretation) on TBCP and ART data.
  • Functions as JAC Secretariat; coordinating meetings and all JAC activities including “coordinating” JAC sectoral responses to the AIDS epidemic​
    • ​Departmental SDBIP
    Interpret and analyse planning processes and advise Department accordingly in order to produce an annual business plan.
    • Cluster support
    Offer support to the Human and Social development cluster
    • Preparation of HSD cluster plan
    Assist the Group Governance admin support in coordinating the submission of reports to the technical cluster, HSD Sub Mayoral as well as to the Mayoral Committee
    • Risk Management
    Co-ordinate all activities relating to the identification of potential risks in the health department 
    Develop, monitor and evaluate the strategic risks on a quarterly basis
    • Performance management
    Ensure PMS is implemented in the Department for employees.
    Ensure Departmental quarterly progress reports are prepared and submitted to Mayoral committee. 
    Ensure the ED Health scorecard as well as those of his Direct reports are concluded
    Assist with administrative activities relating to the final review eg final scores, quality checking by GRAS etc
    Facilitate training sessions re: PMS in order to enhance the value PMS
    • Communication
    Assist in the co-ordination of annual report yearly
    Identify areas for marketing for the Department
    Liaise with relevant Departments as it relates to Council questions
    • Committees
    Develop a year plan for all reports that needs to be submitted to Section 79 , Mayoral committee in a particular year
    Co-ordinate all activities relating to the successful submission of reports to the various committees
    Co-ordinate , compile and quality check Council questions
    Co-ordinate all activities as it relate to Committee reports
    • Contracts
    Coordinates, manage and monitor contracts
    Employmenr Equity
    Coordinate, monitor employment equity within the department
    • ​Labour Relations
    Coordinate, manage and monitor labour relations cases within the department
    Leadership and Management Training
    Coordinate and facilitate leadership and management training in the department
    Logistics and Administrative Support​

  • Oversee and guide Regions on Environmental Health related compliance at Special Events and other major gatherings.
  • Coordinate and oversee Regional Environmental Health compliance with Environmental Health indicators in terms of the IDP and Departmental Business Plan
