The Land Use Development Management  directorate governs the regulatory framework essential for shaping the built environment of the City of Johannesburg. Our core mission is to facilitate the desirable, harmonious, and sustainable development of all land by ensuring compliance with the Municipal Land Use Scheme and associated zoning provisions.

Overview

The Land Use Development Management Directorate provides the critical planning and regulatory oversight necessary to guide the sustainable growth of Johannesburg. Operating within the broader framework of the City’s Development Planning Department, the Directorate is responsible for transforming the City’s long-term vision, as articulated in its Spatial Development Frameworks, into actionable development on the ground.

At its core, the Directorate ensures that every development project aligns with the Municipal Land Use Scheme and its corresponding zoning regulations. This system promotes orderly growth by specifying what can be built, where, and how, controlling aspects such as land use type, building height, floor area, and coverage.

To achieve its mandate, the Directorate relies on four key functional areas: processing applications for land use amendments (Land Use Management), ensuring legal compliance (Legal Administration), maintaining comprehensive historical records (Records and Archive), and actively investigating contraventions to safeguard the integrity of the built environment (Planning Law Enforcement). Essentially, the Directorate is the gateway for legal property development, balancing investment facilitation with the protection of public interest and the quality of life for all residents.
