About Region F

The most notable characteristic of Region F is its diversity. The suburbs in this Region range from upmarket Aspen Hills and Bassonia to the trendy, buzzy Inner City of Johannesburg and Yeoville. Mondeor, Meredale and Ridgeway are typical of the quiet central suburbs. Another diversity is the presence of the poor southern parts of the Region like Rosettenville, Turffontein and Bellavista where unemployment and crime are rife.

The Region is interspersed with regional shopping centres such as Southgate, The Glen Mall and the recently developed Newtown Junction; office blocks throughout the Inner City and parts of the Southern Suburbs and developed corridors in Main Street, ABSA precinct, FNB Bank City, Maboneng and others. It also boasts large tracts of open space areas, a light industrial belt in Denver to the east of the Region and Crown Mines to the west of the Region.

Other distinguishing features of the region are the University of the Witswatersrand, other tertiary education institutions such as the Witwatersrand Technikon and the Central Johannesburg College, Gold Reef City casino, the Apartheid Museum, the Transport Museum in Pioneer Park, Charlotte Maxeke Johannesburg Academic Hospital and several private health centres like the Mulbarton Hospital.

Where We Are

Region F is bound by Killarney Ridge in the north – Regions E (Houghton and Orange Grove) and B (Parktown), the Ekurhuleni Metropolitan Municipality to the east, the Klip River to the south, and to the west by Regions D (Soweto) and G (Joburg South) and includes Southgate, Fordsburg and Mayfair.

It combines Johannesburg's inner city and its lower density, predominantly residential areas to the east of the City Centre. The higher density suburbs of Berea and Hillbrow are to the northeast, and the areas of Newtown, Fordsburg, Pageview and Vrededorp are to the west.

The southern boundary of Region F comprises the south-eastern corner of the metro and is commonly known as Johannesburg South. To the north, it meets the inner city along the mining belt and the M2 freeway.

General Description

Region F is an area of contrasts; it ranges from degraded residential areas such as Bertrams and the more stable commercial suburb of Braamfontein, to the affluent middle- and upper-income suburbs of Glenvista, Mulbarton and Bassonia along the region's southern boundary.

The central area (Joburg's central business district) has a vibrant street life, with an estimated one million commuters passing through the inner city daily. It functions as a regional shopping node for residents from around Johannesburg and visitors from other African countries.

The Region is a vital centre of retail and cross-border trade and is characterised by major shopping centres such as Newtown Junction Mall, Southgate Mall, The Glen Mall, Mall of the South and a number of smaller and vibrant business nodes.

Because of its well-maintained infrastructure, Region F is well integrated with the surrounding urban areas. All major arterial roads originate from this area and radiate out into other parts of the city. The main railway station, bus terminuses and large taxi ranks are also situated within the inner city.

The suburbs close to the inner city, in particular, Joubert Park, Hillbrow and Berea have a large number of high-rise blocks of flats. The CBD has a lack of green open space, although small neighbourhood parks exist. Joubert Park is the main green space and is home to the Johannesburg Art Gallery.

Johannesburg South leads through some of Johannesburg’s oldest working-class suburbs, with newer residential developments spreading outwards as you move further away from the central parts of the City.

Demographic Information

There is a distinct difference in demographics between the Inner City and the southern parts of Region F as, in the past few years, higher-income residents have moved away from the inner-city bowl and are being replaced by a lower-income population.

The southern part of the region has registered an influx of new homeowners, drawn to the area by better housing, land value and facilities, as well as swift, convenient access to their places of employment.

Housing typologies in the region are varied, ranging from informal settlements, decaying suburbs, high-rise buildings, middle-class and high-income residences and security estates.

The Region has a strong educational sector and boasts various technikons and colleges, many public and private schools and therefore a relatively young population.

Due to its diverse demographic profile, the region makes for a variety of key stakeholders and stakeholder groupings.

The region is characterized by the following challenges:

  • The high levels of in migration of people in the Inner City
  • Illegal dumping throughout the region
  • Perception created that the inner city is a high-risk area.
  • A housing backlog in the whole region, which leads to Illegal land use, illegal accommodation, and liquor establishments.
  • A rise in illegal occupation and hijacking of buildings in the Region.
  • Urban Decay in the Inner City and some areas across the Region.
  • Aged infrastructure (roads, water, sewer, and electricity) to cope with new ever -increasing demands.
  • Vandalism of city infrastructure
  • Shortage and poor maintenance of social amenities (clinics, recreation centres and sporting facilities)
  • Growth and sprawling of informal settlements.

  • Overview: Largest cable-stayed bridge in Southern Africa (284m), linking Braamfontein and Newtown.
  • History: Opened in 2003 by Nelson Mandela as part of a R38-million inner-city regeneration project.

  • Overview: Historic market known as “Ezinyangeni” (Place of Healers).

  • Overview: Africa’s largest stadium (94,736 seats), iconic calabash design.

Region F's mission is to create safe and secure housing for all its inhabitants, with a focus on access to habitable housing environments, supported by adequate infrastructure.

The department also aims to create an integrated housing structure for the whole community.

Key focus areas:

  • Management of informal settlements;
  • Relocation of informal settlements;
  • Management of council housing stock; and
  • Sale and transfer of council housing stock.
  • The region has a variety of housing options, catering for a wide range of individuals. For example, council-owned housing estates consisting of houses and flats are suitable for families.
  • ​Other accommodation includes hostels, senior citizens' homes and informal settlements. However, the City is to relocate the informal settlements, in line with provincial plans to do away with shacks.​

Walk-In Centres

The region has established three Walk-In Centres to improve service delivery.
They have been set up specifically to encourage the public to report or query any council-related matter. These centres serve as a link between the communities and the City's administration.

A network of people and information enables the Walk-In Centres to offer a seamless environment for the customer.

They provide the following services:

  • Easy access to business information, council information and services;
  • Log, direct and monitor service requests relating to water, electricity, refuse, roads, park agencies and regional functions;
  • Provide special information and support services; and
  • Provide provincial government information.

The Eureka House Walk-In Centre offers a number of additional services, namely:

  • Maintain regional online content - intranet, web content and so forth;
  • Pay point facilities for council services and traffic offences; and
  • Renewal of vehicle licences.

Social Services

Region F social services play an important role in developing self-reliant individuals, families and communities through its workshops, projects and programmes.

It offers the following social service initiatives:

Poverty alleviation programmes and self-sustaining initiatives to develop small medium and micro enterprises and other entrepreneurial ventures;
Life skills programmes for the elderly;
Providing life skills training and programmes for female development and empowerment;
Youth development and empowerment life skills training and programmes; and
Providing childcare services that ensure appropriate standards are met in pre-schools, educare, day care and other childcare centres.

Region F Education:

Information on all the registered crèches, nursery schools and day-care centres in the region can be obtained from the regional environmental health manager.

Tertiary institutions in the region include:

These are large institutions that draw commuting students from all over the city and beyond its bo​rders and residential students from all over the country.
