Dr Floyd Warren Brink is the City Manager of the Johannesburg Metropolitan Municipality, serving as the administrative head of South Africa’s economic hub. A seasoned executive with over 22 years of public sector experience, Dr Brink’s leadership is defined by a rare convergence of technical engineering proficiency, financial acumen, and a scholarly commitment to sustainable urban governance.

Returning to the helm in November 2025, Dr Brink has prioritised the acceleration of service delivery and the stabilisation of the City’s fiscal health. His approach to municipal management is underpinned by the “operationalisation of sustainability,” a framework designed to ensure that Johannesburg’s growth is resilient, inclusive, and future-proof.

Dr Brink is a distinguished scholar in the field of public administration. He holds a Doctor of Philosophy [PhD] in Public Administration from the Management College of Southern Africa [MANCOSA], where his “doctorate by publication” culminated in eight peer-reviewed scholarly works. His doctoral thesis pioneered a groundbreaking model for embedding sustainability into the core of municipal governance, providing a technical roadmap for the City of Johannesburg’s long-term viability.

His academic portfolio further includes:

Before his appointment as City Manager, Dr Brink served as the City’s Chief Operations Officer [COO], where he was credited with streamlining complex urban operations and bolstering infrastructure maintenance. His 16 years in senior leadership have been characterised by a “zero-tolerance” approach to institutional lawlessness and utility theft, evidenced by his direct oversight of high-impact tactical operations against property hijacking and illegal utility connections.

Dr Brink’s tenure is anchored in the principles of transparency, collaboration, and the deployment of innovative solutions to address the Built Environment’s challenges. As a catalyst for Johannesburg’s prosperity, his strategic vision focuses on:

  • Optimising revenue collection and reducing illegal service consumption.

We commit to provide effective and efficient strategic, executive and personal support services to the City Manager and his delegated functions so as to enable him to fulfil his legislated role and drive the GDS and strategic priorities of the City.

Strategic Support: Includes content support, research and information provision, briefing notes, media management and stakeholder relations, international relations, IGR, advisory services, monitoring and evaluation support and assessments, etc.

Executive Support:  Includes support to the legislated and executive functions of the City Manager and delegated functions for example: document preparation and timely availability of documents for signature, prioritising of activities, governance support, etc.

Personal and Administrative Support: Support to the  City Manager and delegated functions in terms of diary management, logistical support, correspondence management, records and document management, etc.
