New Connections: A Guide for Homeowners & Businesses
Water & Electricity Service Connection Requirements
Customers must apply for a new water and electricity connection when occupying a newly built property, when supply has never before existed on a stand, or after a major upgrade or removal of services by the City due to non-payment of the account.
What You Need to Apply for Electricity
- Completed Electricity Supply Application Form
- Copy of Applicant/Owner’s Identity Document
- Company registration (if applicable)
- Proof of Property Ownership
(e.g., Title Deed or municipal rates account)
- Zoning Certificate / SG Diagram or Site Plan showing meter point
- Wayleave approvals if construction affects pavements/sidewalks
- Fire design approval when a large supply or complex is involved
(Additional technical documents may be required for commercial or high-load properties.)
What You Need to Apply for Water
(20mm Residential Standard)
- Completed Water Service Agreement Form (by the property owner)
- Copy of Owner’s Identity Document
- Title Deed(s) or legal proof of ownership
- Letter of Authorisation (if someone applies on behalf of owner/company)
- A4-sized SG Diagram (Surveyor General Diagram)
- Approved Building Plan showing the proposed water connection point
Larger Connections (Above 20mm)
Required for commercial, industrial or multi-unit developments:
- Completed Water Service Agreement Form
- Copy of Owner/Applicant’s Identity Document
- Company registration
- Letter of Authorisation if applicable
- Full SG Diagram
- Approved Building Plan showing connection point
- Fire Drawing Plan (stamped and approved by Fire Services)
- Rational Fire Design Report (for fire water connections)
- Completed Johannesburg Water Sizing Form
- Additional technical documents to be confirmed with Johannesburg Water’s New Connections Officer.
Connection Process
The application process is a 30-day process that begins on the day of the application.
- Submit the application form with required documents at the nearest Customer Service Center or regional email.
- Receive quotation including design, network capacity check and installation costs. Valid within a financial year of application.
- Pay the quotation — work only proceeds once proof of payment is received.
- Site inspection and installation of meter and supply infrastructure
- Billing account is opened and linked to the property
Pre-paid Meter Conversions
Electricity
If you wish to convert your existing post-paid electricity connection to a pre-paid meter, or upgrade your current pre-paid meter, here’s what you should know:
- Submit the application form with a copy of your ID document or company registration at the nearest Customer Service Center or regional email.
- After application, you will receive a quotation for the conversion fee.
- Once payment is made, a technician will install/convert the meter and register it on the token vending system.
- After conversion, your supply is switched to pre-paid and the post-paid meter/account setup is removed.
