Responsive Service Delivery Initiative Tackles Challenges Head-on

​​The City of Johannesburg’s Citizen Relationship and Urban Management (CRUM) Directorate is at the forefront of improving service delivery across the city. Its ongoing initiative, the Responsive Service Delivery Initiative (RSDI), deploys multi-disciplinary teams weekly to address a wide range of service delivery issues in different wards.

 

Region F Targeted for Intensive Intervention

 

Region F has been a particular focus for the RSDI due to the concentration of challenges residents face. These include:

 

  • Illegal electricity connections and power outages
  • Infrastructure vandalism and theft (cables, streetlights)
  • Homelessness and illegal structures
  • Exposed electrical cables
  • Park invasions and building hijackings
  • High crime rates
  • Illegal dumping and water leaks
  • Damaged sewer lines, stolen water meters, and water scarcity
  • Open trenches and blocked stormwater drains

 

Multi-Pronged Approach Yields Results

 

Throughout April, RSDI teams from City departments like Pikitup (waste management), Johannesburg Roads Agency (JRA), City Power, Johannesburg City Parks & Zoo (JCPZ), Johannesburg Water, and law enforcement agencies converged on Wards 62, 63, and 123.

 

Their efforts included:

 

  • Addressing resident-reported service delivery concerns
  • Conducting city-wide clean-up initiatives
  • Resolving logged service delivery calls (1,474 in April, with 43% successful resolution)

 

Challenges and Looking Forward

 

While the RSDI has achieved significant progress, challenges remain. Capacity constraints within some departments and a lack of participation from others hinder complete resolution.

 

Irene Mafune, the Regional Director, reports that Pikitup and City Parks managed to address approximately 70% of reported issues. “However, capacity constraints in some entities hamper the resolution of service delivery calls, along with the non-participation of other service delivery departments.”

 

Mafune highlights collaborative efforts with Provincial Crime Prevention Wardens and the South African Police Services in law enforcement operations, underscoring the importance of inter-governmental collaboration in accelerating service delivery.

 

The City of Johannesburg remains committed to collaborative efforts and ongoing service delivery improvements. The RSDI serves as a model for tackling urban challenges through a multi-pronged approach, community engagement, and inter-departmental cooperation.
