JRA undertakes major stormwater upgrades in Soweto

The Johannesburg Roads Agency (JRA) will undertake two major stormwater rehabilitation projects in Diepkloof (Dippenaar Street) and Orlando East (Rathebe Street) to improve the effectiveness of stormwater drainage and mitigate flooding in these areas. The two projects were launched today, 4 April 2024, with sod-turning events held by the MMC for Transport Cllr. Kenny Kunene and the JRA Acting CEO Mr. Zweli Nyathi, with Ward Councillors and community members in attendance. Both Dippenaar (Ward 28) and Rathebe (Ward 31) streets share the common problem of malfunctioning stormwater systems that cause flooding of the adjacent streets and properties. The road on Dippenaar Street, which is an access route, further collapsed as a result of the damaged stormwater system increasing safety risks to motorists and pedestrians. 

Rathebe Street (Orlando East), which has an incomplete section of stormwater systems, is a street passage which connects to Mooki Street, a main arterial road for access in and out of Soweto and a main route for BRT Rea Vaya buses.

Consequently, it is imperative that there are adequate stormwater systems in both streets for easy road-user, commuter, and pedestrian mobility especially during the rainy season. 

Remedial works were therefore prioritised to address the current challenges and to prevent further damages to critical infrastructure.

“We are excited about the commencement of these two projects with the anticipated completion date of January 2025,” said JRA Acting CEO Zweli Nyathi.

“The scope of work for both streets include the installation of new concrete pipe culverts, kerb inlets and manholes. The stormwater run-off emanating from the upstream stormwater pipe will be accommodated during construction and will address the current flooding issues. Additionally, layer works of the road crossing and existing pavements will be refurbished,” Nyathi added.

About R36 million from the JRA’s capital expenditure budget has been allocated for the implementation of both projects (R34 201 511) towards Dippenaar Street and R1 978 600 towards Rathebe Street). 

The projects are set to boost the local economy through the appointment of five small, medium and micro enterprises, 50 local community members including two community liaison officers.

Cllr Kunene said the stormwater upgrades will bring much-needed relief to residents. “The projects are undertaken in major roads within Soweto that see high vehicular and foot traffic. JRA’s mandate is to ensure roads are safe and accessible to communities. As such, stormwater management and maintenance form a critical part in preventing and mitigating flooding risks, as well as the formation of sinkholes like those that developed along Dippenaar Street.”
