Overview

The Joburg City Safety Programme (JCSP) Office provides strategic and project management support for the implementation of the Joburg City Safety Strategy (JCSS), under the leadership of the Public Safety Department. Its role is to coordinate, guide, monitor, and evaluate citywide safety initiatives to ensure an integrated approach to creating a safer Johannesburg. Guided by strong values such as integrity, collaboration, accountability, and innovation, the JCSP facilitates research, policy support, stakeholder engagement, and cross-departmental collaboration, while promoting best practices in urban safety locally and internationally.

Vision and Mission

The Joburg City Safety Programme (JCSP) Office has the task of providing strategic and project management support services to the lead agency assigned responsibility for implementation of the Joburg City Safety Strategy (JCSS). Institutionally, the Political Head and Executive Head of the Public Safety Department (PSD) are delegated with the authority (powers / responsibility) to lead and drive the implementation of JCSS. In this respect, the PSD has the responsibility to mainstream the strategy methodology and monitor, evaluate and report against the implementation of the strategy in order to advance an integrated approach to a safer city.​

The values inherent to the Programme Office include teamwork, collaboration, communication, honesty, integrity, respect, accountability, commitment, professionalism, agility and innovation. These values foster a problem-solving approach in an environment that is complex and in constant need for better solutions to resolve difficult issues.

  • The role of the Programme Office is to serve as central guidance and advice on the JCSS to the different agents of the strategy. Some of the key activities undertaken by the Programme Office is as follows:​

    • ​Facilitation of the periodic review, communication, and monitoring and evaluation of the JCSS
    • Research and analysis in the area of urban safety to inform policy and practice
    • Provide information and technical support to inform IDP's and Business Plans
    • Provision of tools and awareness material to support Public Safety personnel as well as other departments (safety audits and toolkit training) to problem solve and plan accordingly
    • Promote the City of Joburg on various local, national and international platforms (stakeholder management
    • Participate in peer to peer learning with other local municipalities in the country through the Urban Safety Reference Group
    • Provide an overall view of how safety is being addressed by the CoJ
    • Facilitate and co-ordinate collaborative initiatives to address safety across departments and entities.​
