Executive Mayor

Sello Enoch Dada Morero is the Executive Mayor of Johannesburg and regional chairperson of the ANC in the city. 

A former student activist, Morero holds postgraduate qualifications in Public Management and Policy Development. He previously worked in the South African Secret Service, Department of Home Affairs, and the City of Johannesburg before rising through ANC leadership, serving as Regional Secretary for three terms and elected Regional Chairperson in 2022.

Executive Mayor: Councillor Dada Morero

​​Sello Enoch Dada Morero, who is the Executive Mayor in the City of Johannesburg, is also the regional chairperson of the African National Congress (ANC) in Johannesburg.

Born and raised in Orlando West Extension, a few kilometres from Madiba’s and Andrew Mlangeni’s homes, Morero is the father of five and is married to Kgomotso. They live in Roodekrans, Roodepoort.

Morero cut his teeth in political activism in high school by rebelling against the forced occupation of Soweto schools by white former South African Defence Force members in the late eighties. He is a former Congress of the South African Students’ Congress student leader.

An avid news and current affairs consumer, Morero has a postgraduate diploma in Public Management from the Wits Business School and a Master’s degree from the Regenesys Business School. He is currently enrolled for a Master’s in Policy Development at the London University.

Morero’s first job was at the South African Secret Service before moving to the Department of Home Affairs, where he was responsible for functions such as data collection, the preparation of dockets and the investigation of criminal syndicates and corruption.

He joined the City of Johannesburg and worked in the office of the then MMC of Finance, Parks Tau, in 2004 before being appointed Director: Customer Communications and Marketing in the City of Johannesburg in 2008. His responsibilities included the management of customer walk-in centres, media relations and the production of marketing material on behalf of the revenue department.

​Morero left the City after he was elected Regional Secretary of the ANC in the Greater Johannesburg region in 2011. He served three terms, making him the longest-serving regional secretary in Gauteng. Morero was elected regional chairperson in June 2022. He was sworn in as a councillor in July 2022.

Cllr Masuku Returns to Make Joburg the Employer of Choice

Cllr Loyiso Masuku, MMC for Group Corporate and Shared Services, has returned to her former portfolio, focusing on accelerating training and development initiatives such as internships, learnerships, and bursaries for youth. Her long-term goals include implementing employment equity and skills development plans to ensure the City is 4IR-ready and addresses critical skills gaps.

During her previous tenure, Cllr Masuku’s portfolio managed Covid-19 challenges, introduced the Group Hybrid Working Policy, and reviewed the City’s locomotion allowance. Under her leadership, the City’s internship programmes reached record participation, and a fully compliant workplace skills plan was submitted to LGSETA.

Masuku aims to make the City an employer of choice by enhancing human capital, promoting performance management, and fostering an inclusive workplace. Key efforts include retaining top talent, promoting organisational culture, and offering flexible work arrangements.

She also prioritises creating a safe work environment through health assessments, wellness programmes, and PPE provision. Looking forward, Cllr Masuku emphasises the need for critical skills for the future, including data analysis, process automation, and IT.

Masuku’s vision is to build a high-performance culture where a happy workforce delivers quality services, making Joburg a leading employer and ensuring a positive impact on the community.

MMC Kunene Drives Transportation Portfolio with a Hands-On Approach

Councillor Kenny Kunene, MMC for Transport, has turned his life around after a tumultuous past, including six years in prison. After his release in 2003, he joined the Community Policing Forum, resumed teaching, and co-founded a business with his partner, Gayton Mackenzie, to motivate youth and support the community.

Driven by his desire to make a greater impact, Kunene entered politics, joining the Patriotic Alliance, and being appointed as MMC for Transport in Johannesburg. He emphasizes the critical role of transportation in economic growth and is committed to enhancing road infrastructure, ensuring traffic lights work, and eliminating potholes.

Kunene engages with coalition partners to set priorities, improve service delivery, and maximize the Johannesburg Roads Agency’s asphalt plant to reduce costs. He is a hands-on leader who demands accountability and a strong work ethic from his team, rejecting any form of laziness.

Cllr Kunene regularly visits depots and regional offices to evaluate work and engage with unions, pushing for a results-driven culture. He remains focused on upskilling staff and ensuring the City’s transport infrastructure meets world-class standards, ultimately improving the lives of Johannesburg’s residents.

​​MMC For Development Planning: Councillor Eunice Mgcina

Cllr Sibongile Eunice Mgcina is the Member of the Mayoral Committee (MMC) responsible for Development Planning in the City of Johannesburg.

She is responsible for executive oversight of the City’s Development Planning Department, including guaranteeing that the department and its implementing agent; the Johannesburg Development Agency, remain the engine of all capital development projects in the City.

This responsibility entails ensuring that the City’s capital development projects are built and completed on time and on budget and that they reflect the City of Joburg’s status as a world-class African City.

Born and raised in Midrand, Johannesburg; Cllr Mgcina matriculated at Umqhele Secondary School and holds a Degree in Municipal Governance and has an honours Degree in Public Policy and African Studies.

Before her appointment as MMC for Development Planning; she was previously the MMC for Health and Social Development from December 2019 to February 2022.

She has also previously served as a Proportional Representative Councillor in various Section 79 Committees in the City of Johannesburg.

She is the mother of three boys and a girl and she likes to spend her downtime with her family and she is an active resident of Ward 80 in
Region A.

Cllr Mgcina draws inspiration from the following words of the late struggle stalwart Mama Charlotte Makgomo Mannya Maxeke: ‘This work is not for yourselves. Kill that spirit of self, and do not live above your people but live with them. If you can rise, bring someone with you.’

MMC Mabaso building a legacy of action orientation

Councillor Mlungisi Providence Mabaso, MMC for Human Settlement in the City of Johannesburg, is driven by his desire to make a lasting impact in Johannesburg. Raised in Ulundi, KwaZulu-Natal, and having faced housing challenges himself, Cllr Mabaso is passionate about his portfolio.

The youngest MMC in the multiparty coalition government, Mabaso first gained recognition as a community leader in Soweto’s Dube Hostel, where he led protests against the hostel’s demolition. His political journey saw him serve as a PR councillor before moving to the private sector and eventually rejoining the City as a local councillor.

Mabaso is focused on aligning the housing department’s mandate with the City’s strategic priorities. He leads projects like building Community Residential Units within hostels, upgrading informal settlements, and fast-tracking allocations.

Mabaso is committed to providing housing and securing tenure for residents by prioritising title deeds, electrifying neighbourhoods, and improving roads. He is also passionate about student accommodation projects and establishing rental units in Jeppestown.

Known as “the last-born” due to his age, Mabaso remains determined to be remembered as a doer who delivers on his promises, prioritizing housing projects during his term.
