A business-focused Integrated Development Plan (IDP) session took place on 24 April 2024, aimed specifically at business owners operating within the City of Johannesburg. Hosted online, the session drew over 100 participants from across the City, all keen to gain deeper insight into the vision behind the ‘People’s Plan’.
The IDP engagement provided a platform for the business community to share their views on issues impacting them, as well as the City’s budget priorities and broader developmental goals.

ouncillor Margaret Arnold, the Member of the Mayoral Committee (MMC) for Finance in the City of Johannesburg, led the presentation. She addressed key concerns previously raised by business stakeholders and outlined strategies to revitalise Johannesburg and restore its former glory.
In her opening remarks, Cllr Arnold reflected on Johannesburg’s evolving identity: “Joburg is not just a city – it’s a dynamic force and a story still being written. The IDP is the script we are writing together.”
She painted a vision of a city that is functional, efficient, inclusive, and ripe with investment opportunities – a city that is not only beautiful but also inspiring.
Drawing from insights shared at the 2024 Mayoral Lekgotla, Cllr Arnold stressed the need for tangible, visible, and lasting change. “Reimagining Joburg isn’t just a slogan; it’s a strategy,” she said.
While the business community commended the presentation, they also raised longstanding frustrations. They criticized the City for its inability to implement plans that look promising on paper but fail to become reality.
Key issues raised included the need for a comprehensive clean-up of industrial areas, the growing number of homeless individuals, hijacked buildings, vandalism of public infrastructure, and broader concerns around sustainability and accountability.
Despite the critical feedback, the session was marked by productive dialogue, mutual respect, and constructive input – reinforcing the importance of continued engagement between the City and its business community.
