Zayd Ebrahim Is Joburg’s Urban Strategist and Global Voice

​For more than 17 years, renowned urban strategist and international relations expert Zayd Ebrahim has worked to influence the City’s diplomatic course.

His strategic vision and dedication to equitable urban development are demonstrated by his impressive rise from a junior planning officer in 2008 to his present executive position as Group Head for Strategy, Policy Coordination, and Relations [GSPCR].

“I started at the ground level and worked my way up, driven by a belief in meaningful work; ensuring Joburg’s voice, and that of the Global South, is heard where it matters most,” Ebrahim reflects.

His career has been defined by bridging local governance with global policy, effectively positioning Johannesburg as a key player in international urban discourse.

As the Sherpa for Johannesburg across multiple Urban 20 [U20] cycles [2017, 2018, 2019], Ebrahim is the City’s pivotal diplomatic and technical interface with international urban policy networks, a crucial engagement group under the G20. This demanding role necessitates a nuanced blend of negotiation, diplomacy, and strategic leadership

“Navigating complex administrative and political landscapes is where I thrive,” he explains, adding, “My focus is ensuring Joburg’s priorities not only appear in the U20 communiqué but actively shape the G20’s urban agenda.”

Ebrahim has represented Johannesburg in at least five U20 summits, profoundly influencing the City’s message and its strategic contributions to global urban discourse. He describes his involvement as comprehensive: “From logistical planning and City storylines to content development and policy negotiations, I am deeply involved in both the front-facing and behind-the-scenes work.”

Academically, Ebrahim holds multiple Master’s degrees [one awarded cum laude, with academic promotion] and is currently pursuing a PhD in Urban Strategy and Complexity at the University of the Witwatersrand [2023–2026]. His expertise spans Strategic Planning, Urban Policy, Policy Analysis, and International Relations. His contributions were further recognised when he was named among the Mail & Guardian’s Top 200 Young South Africans in 2015.

Among his significant career milestones is the development of Joburg’s inaugural International Relations Strategy in 2012, which transformed the City’s approach to global engagement. Under his leadership, the strategy department has evolved into a high-performing team recognised for its innovative approaches to urban governance.

Ebrahim characterises his leadership style as democratic, people-focused, and decisively rooted in listening, empathy, and relationship building.

“My ability to move fluidly between technical, diplomatic, and strategic roles has given me the ability to be seen as an approachable and understanding worker and leader within my department,” he notes.

As cities worldwide grapple with rapid urbanisation and climate challenges, leaders like Ebrahim prove essential in turning local innovation into global action. For Johannesburg, his work ensures the City doesn’t just participate in the conversation; it actively helps set the agenda.
